Objective
PLEASE NOTE: Following an agreement between the Ministry of Education and Science of the Russian Federation and the German Academic Exchange Service, applications for the “Immanuel Kant II”-Programme can only be made once every two years as from 2009.
The scholarships that the DAAD offers together with the Ministry of Education and Science of the Russian Federation provide Russian doctoral candidates and young university teachers from the fields of Humanities, Social Sciences, Law, and Economics and Business Administration with an opportunity to carry out a research project at a German university or non-university research institution and to establish long-term contacts with German university teachers and researchers. The programme is open exclusively to members of universities that are subordinated to the Ministry of Education and Science of the Russian Federation (Rosobrasovanie).
Target groups
- A – Doctoral candidates and young researchers from the fields of Humanities, Social Sciences, Law, and Economics and Business Administration up to the age of 35 years and holding a Magistr degree or Diplom “Spezialist”
; - B – Postdoctoral researchers and university teachers from the Humanities, Social Sciences, Law, and Economics and Business Administration up to the age of 35 years
Applicants must be working at Russian universities that are subordinated to the “Rosobrasovanie”. The Academy of Sciences and any universities subordinated to other ministries are excluded from this programme.
Duration

The term of the research grants for doctoral candidates and young university teachers (“A”) begins on 1 October and lasts until 31 March of the following year (6 months). Shorter terms may only be awarded on a case-by-case basis. These scholarships cannot be extended.;

The term of the research stays by postdoctoral university teachers (“B”) begins on 15 September and lasts until 15 December (3 months). Shorter terms can only be awarded on a case-by-case basis. These scholarships cannot be extended.
Value
The scholarship is jointly financed by the DAAD and the Ministry of Education and Science of the Russian Federation.
It includes:
- a monthly scholarship instalment /subject to alterations) totalling
975.- euros (research grants for doctoral candidates and young university teachers) or
1,250.- euros (research stays by young postdoctoral university teachers)
; - a flat-rate travel and luggage allowance (subject to alterations) of
555.- euros (European Russia) or
995.- euros (areas east of 60° latitude)
; - A subsidy towards Health, Accident and Personal Liability Insurance
The scholarship part provided by the Ministry of Education and Science of the Russian Federation will be paid out in roubles before the holder travels to Germany. Scholarship holders are personally responsible for exchanging this into euros.

The DAAD Form is completed online, is printed out as a PDF file, and is enclosed with the application documents (see: http://www.daad.ru/online.htm).
The application is submitted in triplicate, whereby the first set (the original document) can then be copied twice to obtain three copies.
All application documents (except for Forms A, B and C of the Ministry of Education and Science of the Russian Federation) must be submitted in English or in German.
Each application form must include the following documents and papers, arranged in order as specified below. When a document is presented simultaneously in German/English and Russian, the Russian version will follow the German/English version.
A – Research grants for doctoral candidates
- Forms A, B and C of the Ministry of Education and Science of the Russian Federation (download: http://www.daad.ru/FormABCl.doc).
; - DAAD Form completed in German or English (download: http://www.daad.ru/online.htm) and a recent passport photo.
; - Tabular curriculum vitae (CV) in English or German.
; - List of publications in German/English and in Russian.
; - Detailed research plan (2 – 3 pages) in German or English, which must have been agreed with the German university teacher.
; - Invitation (confirmation of supervision) by a German university teacher confirming that the scientific supervision for the research project has been agreed. The invitation must be written on the official letterheaded paper of the German university (including Address, Telephone, Fax, Email) and must be signed by the supervising German scientist. The invitation must clearly specify the length of the planned research stay. The invitation (confirmation of supervision) can be submitted by fax or email scan.
; - Copies of the higher education entrance qualification certificates (“Attestat zrelosti”), Diplom or Magistr certificates as well as German or English translations (a copy of the certificate can be authenticated by the university administration.
; - Language certificate or confirmation by the university of the applicant’s German or English language skills (For details go to http://www.daad.ru).
; - Contact details (“Adresnyi listok”) in Russian.
B – Research stays for postdoctoral university teachers
- Forms A,B and C of the Ministry of Education and Science of the Russian Federation (download: http://www.daad.ru/FormABCl.doc).
; - DAAD Form completed in German or English (download: http://www.daad.ru/online.htm/) and a recent passport photograph.
; - Tabular curriculum vitae (CV) in German or English.
; - List of publications in German/English and Russian.
; - Detailed research plan (2 – 3 pages) in German or English, which must have been agreed with the German university teacher.
; - Invitation by a German university teacher confirming that the scientific supervision of the research project has been agreed. The invitation must be written on the official, letterheaded paper of the German university (including Address, Telephone, Fax, Email) and signed by the supervising German researcher. The invitation must clearly specify the length of the planned research stay. The invitation can be submitted by fax or by email scan.
; - Copy of the Doctoral Degree Certificate along with a German or English translation of this (both authenticated by the university management)

Länderspezifische Information, Termine, Ort und Beratung
- The Call for Applications is made in May each year for the next calendar year and is repeated in September.
; - Application Date: Applications can be submitted exclusively to the DAAD Moscow Office in the time between 15 May and 15 July each year. An additional announcement may take place in September.
; - The selection meeting is held in November. Applicants are advised of the results in writing.

; - The following details may be useful for the invitation to be issued by the German supervisor:
- a) The invitation must be sent to the applicant in good time before the application deadline. If a scholarship is awarded, the supervisors will be informed of this by the DAAD in Bonn after the DAAD Selection Committee has completed its selection decisions at the DAAD Moscow Office.
; - b) The German supervisor agrees to provide an appropriately equipped workplace offering the infrastructure required for the research work to be done by the foreign guest.;
; - c) The German supervisor additionally agrees to assist the guest in all questions relating to content or organisation.
- a) The invitation must be sent to the applicant in good time before the application deadline. If a scholarship is awarded, the supervisors will be informed of this by the DAAD in Bonn after the DAAD Selection Committee has completed its selection decisions at the DAAD Moscow Office.
